This one of the characteristic features of the landscape of Navarre. The mountains, which occupy two-thirds Navarra planning, contribute significantly to the maintenance of biodiversity while protecting and maintaining much of the agriculture and livestock.
To optimize the level of the mountains of Navarre is necessary to join efforts to properly plan and social forestry.
Provincial government with the participation of all sectors involved has proposed a model of action for the coming years with a long-term policy lines that constitute the Forest Plan Navarra.
Navarra Forest Plan is based on six criteria:
* Intergenerational Equilibrium: that future generations can also enjoy the mountains.
* Balance between generations: development from their own resources; society access to forest goods and services, and support for owners for the maintenance of social and ecological functions.
* Use multiple rational and integral management of all forest functions: biological, environmental, economic and social.
* Increased efficiency, economic growth based on: efficient use of existing forest resources; and development of new resources.
* Integration of forests and society to establish a profound and respectful relationship between them.
* Subsidiary: local authorities should act as protagonists.
Specifically, the objectives posed by the Forest Plan are eight: increased quality and quantity of forests, protection of biodiversity and quality of forest resources, forest protection against natural hazards and human sustainable protection of economic assets ; adapting to the demands of societal uses, a forest industry competitiveness stabilizing employment, increase in management activities of forest stakeholders, and development and livelihood improvement and management techniques.
